If you insist on that "by far", then yeah, I don't agree -- it's a close call between Kick and Back in the suckstakes. Only High Time is really good, but that ROIR comp is the one to have if you're having only one.
I like Back in the USA, but I think that's more because I like the bands that I see as having been influenced by its sound and energy (Radio Birdman is a big one). In terms of songwriting, I don't think it can be argued that Back in the USA is a better album that Kick Out the Jams.
As for KOTJ, it could've been their best album but it's marred by poor song selection. Minus I Want You Right Now, side two is a zero. Here's the tracklisting for my dream alternate version:

Mind you, this would have to be a really hot recording of Black To Comm from the same shows that the album came from. If such a recording exists, I don't know about it. Black To Comm is great but every version I've ever heard sounds like garbage.
